Bob brings 35 years of leadership experience in government and private sector. Bob is a person of integrity, honesty, a result-oriented person who believes in shooting straight, provide facts not fiction, and telling it like it is which, over time, has created and fostered building long-term relationships throughout his personal life and professional career.
Bob spent 8 years in the Coast Guard working in search and rescue centers, vessel traffic management and earned an honorable discharge. His next step led him to the Postal Service where he worked for 24 years and spent 19 of those years in management. His USPS career took him to several assignments from letter carrier to being assigned to a project whose involvement was in futuristic planning for processing and delivery of mail which is in place today. His last assignment being Postmaster in Bend and responsible for 300 plus employees in a 24-hour operation facility.
Throughout his career Bob recognized that there was a serious lack of support, information and education for government employees in planning for a comfortable retirement. Bob’s exposure to various markets revealed clearly they were not focused on the individual and their defined benefits and how it relates to their retirement needs, but rather a self-serving interest when it comes to “retirement planning”. The only interest is selling a commission driven “insurance product” with no regard of fully understanding the real “retirement structural needs” of the individual. This led Bob to create a company focused on providing Human Resource education and Financial solutions for those planning to retire. That company was acquired, which then allowed Bob to spend time focusing on family and personal interests. It was not long before his passion to provide solutions to those seeking answers beckoned his call.
Over the past 4years, Bob sought and brought together a strong team with various backgrounds committed to the high moral and business values of the company. This, along with a sound business structure to create the “vision”, is known today as VALORHRS.
Bob is married 36 years to Kelly with 4 adult children and 3 grandchildren. Bob attended Metro State College in Denver Colorado where his focus was in economics/business management. He is fluent in sign language and provides interpretation when requested. His passion is helping and coaching people to fully reach their life goals both professionally and personally.

Her career spanned more than 34 years; 33 of those years were spent in human resources. As a career human resource professional, Beth served in many aspects of the department including: FECA/OWCP (injury compensation), retirement counseling, labor relations, FMLA, training & development and complement. Beth earned her Professional in Human Resource (PHR) certification from the Society of Human Resource Management (SHRM) in 2001. She is a graduate of Aquinas College in Grand Rapids Michigan, earning her Master of Management degree in Human Resource Management. For Beth, studying and working in human resources fulfilled her passion of helping others obtain valuable information that greatly impacts the current and future lives of federal employees; this is why she joined the Valor Team.

Jann recently retired after 40 years with the US Postal Service. She served as the Human Resource Manager for the South Florida District, for the 9 years just prior to her retirement. As the HR Manager, she was responsible for overseeing Labor Relations, Learning Development and Diversity, Health and Resource Management, Local Services, Safety, and Complement, for the 11,000 plus postal employees from Key West to the Port St. Lucie Florida area.
Jann started her career in 1977, as a PTF City Letter Carrier, in Hialeah Florida. This was during a time when there were very few women working as letter carriers. She then worked her way up in the organization, through a variety of positions in Customer Services, dealing with the retail and delivery operations. Just prior to her promotion as the District Human Resource Manager, she acted as the district Manager of Operations Programs Support, and FSS (Flat Sequencing Systems) Coordinator. Jann is also well versed in emergency management, and hurricane preparation and recovery. For 10 years she was called upon to be the District Emergency Manager, and was trained in working with local First Responders, along with the Postal Inspection Service team.
During the 4 years prior to her retirement, she was selected as a trainer for the Human Resource Management Program at the Bolger Academy in Potomac Maryland. Over 100 future HR Managers were trained during her time in that capacity.
Throughout her career, Jann received numerous performance awards and recognition. In 2001, she was a graduate of the Advanced Leadership Program (ALP). Over the years, she attended Pepperdine University, Miami Dade North College, and the University of Phoenix. Jann is also a Woman Marine veteran, serving for 3 years in the United States Marine Corps, prior to beginning her postal career.
Jann was born and grew up in the Central Pennsylvania/Maryland area. She has three sisters, of which two are also members of the postal family. Jann is married for 38 years to her loving husband Donald. They have two children, Daniel (36), and Maxx-Anne (25). They reside in Lake Worth Florida, where they enjoy the sunshine, and the diverse culture South Florida has to offer.

Born in Richmond Indiana Joe moved away from home at an early age. He chose to attend a private school which was considered a high school seminary for preparations to go into the Catholic priesthood. While this did not come to fruition it did start his life on a string of adventures.

Joe met his beautiful Bride at the age of 20 and it changed his life and direction. He married Janice at the age of 23 in 1986 and became an instant father of two young men. This was the single most satisfying action of his life.
Times became difficult and in 1987 and Joe joined the Army as an E-1 Private and moved his family to Colorado. This was the best move and again a life changing one as it led his career down the federal employee path.
The Lahmann Family in the year 1991 was named Family of the year for Fort Carson Colorado for their efforts in forming the community and also Family of the year for Knights of Columbus council 4636 in Colorado Springs Colorado.
After almost 5 years Joe became disabled and was medically discharged from the Army. With no regrets he quickly decided to use his benefits to begin college. While this happened, he began a work study with the Veterans Administration in Eugene, OR. This is where he first discovered his appetite for helping veterans get back into the workforce and became the president of Veterans Industries of Oregon. Joe continued until his career changed once again with the federal government and he was hired as a PTF Clerk in Eugene Oregon on (of all things) April fool’s day 1995.
Since joining the Postal Service Joe has served as Clerk, Supervisor, Manager and Postmaster. With 26 years of experience with the postal service and his military time he has served over 30 years and has witnessed many changes in that time. He has mentored and trained numerous individuals and ended his career mentoring and assisting other managers and supervisors understand their role in today’s Post Office.
Up until his retirement in 2022 Joe has also held many officer positions in the National Association of Postal Supervisors. This is a professional organization designed to help its members with benefits and representation and supports the operations of the United States Postal Service. Again, he is just trying to help. He has held the positions of;
Vice President Branch 276, State Vice President Branch 940, State President 940 and for the last 10 years as Branch President 276.

Lee Ann McGirr’s long career with the federal government culminated when she retired in 2019 from the United States Postal Inspection Service (USPIS). In this role, Lee served as the Manager, Administrative Services in Business Operations, providing oversight and support for administrative processes and programs for all USPIS employees nationwide; areas such as time and attendance and payroll; new employee onboarding; off-boarding separating staff; maintaining Agency issued employee accountable equipment and property records; applicant interview and selection as well as the management of >1800 vehicle fleet; purchasing, fleet and travel credit cards, and investigative funds. This position allowed her the exposure to benefits unique to Law Enforcement Officers (LEO’s).
Prior to her tenure with the Inspection Service, Lee began her federal career in 1986 as a Letter Carrier in Belmar, NJ. She moved to CO where she was quickly promoted to a supervisor position before being promoted to Quality Improvement Specialist for the CO/WY District of the USPS. Being an ambitious, pro-active “go getter”, she was again promoted to positions of Aviation Mail Security (AvSEC) Specialist and Network Planning Specialist. She worked as a member of the Fed-EX Shared Networks Implementation Team. Continuing her industrious career activity, Lee accepted another promotion to Aviation Mail Security Specialist at the Headquarters level of the USPS in Washington, D.C. During the next 10 years prior to her moving from the USPS to the Law Enforcement arena, Lee worked on policy administration in Labor Relations and represented the organization at conventions, legislative training sessions and leadership conferences. She was a management spokesperson in national consultative meetings and executive board meetings with associations where she developed lasting relationships with USPS postmasters and supervisors.
Shortly after her retirement Lee returned “home” to New Jersey to be near family. She and her husband Dan enjoy traveling. Lee and her Labrador retriever, Molly, are certified by The Bright and Beautiful Therapy Dogs and spend their free time bringing happiness and joy to others by visiting assisted living facilities, schools and libraries. Deb Dalelio retired from the U.S. Postal Service with 35 years of Human Resource Experience. Her knowledge of policies, procedures and regulations regarding Employee Benefit programs, Health Insurance, Life Insurance and Retirement grew greatly over this duration of time. Working as a Human Resource Specialist in Brooklyn, New York, San Juan, Puerto Rico and West Palm Beach, Florida further broadened her knowledge in environmental and cultural differences unique to each area.
Graduating from Brooklyn College with a Master’s Degree in Education, Deb rose quickly to a position in the Learning Development and Diversity HR Department in Miami, Florida. Overseeing compliance with implementation of training programs provided insight to the instructional processes and newest transitions effective in the Postal Service.
With a passion for learning, Deb was accepted into Columbia University, New York PHD program, majoring in Organizational Psychology and Staff Training and Development. This background reinforced non postal organizational issues which effectuated knowledge in recognizing solutions for good employee relations. Consequently, this experience proved valuable in Deb’s final Human Resource promotion to Equal Employment Alternative Dispute Resolution Specialist for the Southeast Area Region 3 office.
Simultaneous to the current position at Valor, Deb is a Supreme Court State Certified County Mediator for the 17th Judicial Circuit. The process allows participants to play a direct role in managing the outcome of their own cases such as Valor Clients can manage the outcome of their personal retirement processes with the help of an experienced Specialist.
In addition to Court Mediating, Deb stays vibrant in her community working a few hours weekly in a Senior Community Living Facility assisting a multitude of elder care needs in line with her constant desire toward helping others.

Debra Falzarano has 33 years of service with the US Postal Service of which 30 years of her career were spent in Human Resources Management after retiring in 2019. Within her 30 years of experience, her opportunities expanded from District to both Area and HQ level details. At the district level she led a team of HR professionals in all aspects of personnel functions to include creating and presenting retirement benefit seminars. Her Area level experience diversified her knowledge in HR Organizational Change while overseeing the transitioning workload from the district level to a shared services environment. Moreover, her HQ assignment supported her ability to effectuate changes, evaluate solutions and communicate with clarity within all levels of the organization. Chief Postal Inspector
Guy Cottrell was named Chief Postal Inspector for the U.S. Postal Service in July of 2010 and retired in December of 2018. In his role, Cottrell oversaw all operations of the Postal Inspection Service, which includes the national headquarters, 17 field divisions, two service centers and a national forensic laboratory. The installations are staffed by over 1,200 postal inspectors, more than 550 postal police officers and nearly 600 support personnel. Chief Cottrell was also the chairman of the Universal Postal Union’s Postal Security Group. He reported directly to the Postmaster General/CEO.
A hands-on and results-driven senior global security and investigations professional with more than 25 years’ experience, Cottrell was known for transforming the Postal Inspection Service into a resilient, continuously aware, 24/7 operational and informational workforce; streamlining and updating criminal and security related programs; and utilizing lean principles to implement numerous cost-effective and innovative solutions. Cottrell was skilled at directing and administering the resources of a large, unionized global organization and was a consensus builder with expertise in finding common ground among varied stakeholders in both government and private industry. Prior to his appointment, Cottrell served as Deputy Chief Inspector, overseeing national security programs.
A native of West Virginia, Cottrell joined the Postal Service in 1987 as a letter carrier in New Orleans, where he grew up. In 1990, Cottrell was promoted to Postal Inspector in the former New Orleans Division, where he investigated internal and external mail theft throughout Louisiana and southern Mississippi.
Since that time, Cottrell has held a number of supervisory and management positions in several field divisions, including Postal Inspector in Charge of the Washington Division during much of the joint FBI/USPIS Amerithrax investigation.
In 2008, Cottrell came to the national headquarters as Postal Inspector in Charge of the Security & Crime Prevention and Communications group. During this time, he guided the organization toward a risk and management analysis platform, streamlined a wide array of security-related programs and implemented numerous cost-effective and innovative solutions. His group also produced several security and crime-prevention publications and videos and overhauled the Postal Inspection Service’s public website. Guy recognizes the need for assistance in navigating the many complexities of LEO's benefits and joined VALORHRS to assist those LEO's employees in understanding those benefits so they may LIVE, WORK, and RETIRE BETTER.
